It is important to factor in arrows, an armguard, a quiver, a glove or tab, a bow stringer as well as field points for target archery and broadheads for hunting. Having said that, even with these items, you will still have enough of a budget to get a good bow.
On the lower end, check out the Samick Sage at 3RiversArchery.com and LancasterArchery.com - I would get 2 sets of limbs, a lighter set for target shooting and a heavier set for hunting.
There are a lot of used bows out there, check out the bow inventory at www.RMSGear.com. Call the owners and describe what you are looking for. You should be able to get a complete set up from them in your price range.
If at all possible, go to a range or a club and try shooting as many bows as you can.

Martin Jaguar is a very good take down recurve bow that's Ideal for the urban hunter. I use this bow to hunt the San Gabrials right near residential areas. I can pack the bow in my day pack and no one knows it's there. I then hike up to my hidden tree stand and never get botherd by the antis. $150.us
