Where can I find the right internet site building prgram for my Idea?
I am looking to build a web site where people can sell there products on my site. It would be up to them to put the information on the site. So membership would be required and I would get a flate rate or percent of the sell. I would eventually need all the bells and whistles, customer reviews and forums and blogs. Where should I go to get it and what programs are there?

I'm not sure if you grasp how large this project is, although I commend you.
You can start with a product base and build the format. You can use many free platforms, Wordpress stands out being that they have many many plugins for all of those needs, forums blogs etc.
Of course you will need hosting and someone to build it for you. You may want to look into getting some programming help with this. It's not an unattainable goal, but it will be tough.
Always think of your competitors, like Etsy, Ebay, Craigslist etc You will want to stay competitive with them. You can also use their platforms to better yours. What you like, don't like, what could be better etc.

this is outwith the capabilities of any site builder i've ever heard of it is a bit complex, i would recomend getting it done by a proffesional or learning how to code it yourself, maybey you can get a student to do it relativly cheaply.
