in most cases we control our brains. however due to genetics, environment and other influences we can be, if you will, programmed allowing our brain to control certain responses.

sad to say but our minds are being manipulated by high forces who would control us as beings. We are being fed false ideologies on a daily basis through the media and the education system, and other means, such as law, the FDA, the AMA, and so on.
Normally we are in control of our own minds but this control is being taken away from us by these other forces... in short, we are being brainwashed / indoctrinated.
Television and so-called "womens liberation" are two of the most insidious and evil forces designed and used to destroy Western society, as well as legal and illegal drugs.
Research CFR (Council of Foreign relations); Trilateral Commission; The Bilderbergers; Skull and Bones; The Committee of 300, the Illuminati; and so on.
One of the purposes of these groups is to keep us confused so that indeed, we feel that we have no control over our own lives, our bodies, and our minds... that we should therefore surrender control to these evil forces.

presuming mind & brain are same, it would seem that other than a few instances, we are in control of our mind/brain.
what we perceive, act up on are all response to the stimulus; internal or external.
example are abound such as our important metabolic processes, digestion, respiration are all brain controlled. even our emotions have their origin within our innermost hind brain. our reflex actions are control by our nerves & so are almost all actions.
but for our free will, we seem to be dependent on our brain.

It is a question of 'free-will' and predetermined destiny. According to the laws of physics or sense of 'free-will' is all but an illusion, and it would appear that our destinies are pretty much predetermined by our time-line through space-time. In short, our sense of being in control is a decoy.
