Who made the driving age 16?

And had they ever had a 16 year old. and seen how they drive?

    Each states Congress determines that. I assume the majority had children when they passed the legislation. However, the insurance industry heavily lobbies and influences it.

    Each state legislature. Some have 16 year olds, some don't. I'm sure they all have seen how 16 year olds drive.
