If the toilet supply valve is not an option, shut of water to entire residence with the valve near the water meter.

Hopefully there is a shut-off valve below (?) the toilet tank -- one that is NOT too "stiff" to turn. It may be on a pipe coming out of the wall or pipe coming out of the floor. Turn the handle to the right if possible. You can dip the water out of the toilet bowl and pour into another bucket, or the tub, shower, or sink. The toilet drain is apparently stopped up as well as the toilet tank shut off is bad!

If the toilet supply valve is not an option, shut of water to entire house.

Then, replace toilet tank float valve, etc. and unplug toilet drain.
