Why doesn't my laptop boot the recovery program?

I've tried to boot the recovery program on my laptop through the actual OS and now I've tried to use a recovery disk to access it but that isn't working either. Can someone tell me what's wrong with this picture?

    The process you follow to boot the recovery program varies by manufacturer. The link I've provided below tells you how to do it for various different manufacturers, hopefully your laptop is on the list.

    If you're going to use the CD then go into the Bios and make sure the CD is listed as the first boot.
