1. What other insurance allows people who are guaranteed to be unemployed to be on it (such as actors, waiters, other short term employed workers)?

anyone who owns a business has to pay into "unemployment " in their taxes for the business....that way if someone gets fired or laid off...they can claim unemployment benefits.....but they have to be entitled to the unemployment benefits.....and may have to testify if they get fired....also, if you are not at a job at least 6 months, u r not elidgeable......the family gets no benefits from this insurance.......and you have to pay taxes on it ....either as u collect it or upon your tax return.....it is called insurance for you because it "covers" u in a short time when u are not working.....but it is not a long term benefit....it used to last only 6 months, then a year, then with the recession.....its kind of anyones guess.

Not really, it's really an entitlement program, government mandated, funded via mandatory payroll taxes from employers, and general taxes.
Insurance is regulated on a state by state basis. The ONLY insurance that is mandatory, is workers compensation (except in Texas), health insurance (only in Massachusetts), and in six states, short term disability insurance (very similar to the way workers compensation works - funded by employers and state taxes) for employees.
As to who is affected by being uninsured for unemployment - the unemployed person, and any dependents they might have.
