Yikes thats a long journey(for a cab driver).You'll find it very hard to get a cab unless you entice the driver with a larger than expected tip.The guy above me said that $5-$10 dollars is fine.This is technically true but to get a cab to drive you,you may want to offer about $20(as well as cab fare).
Remember:a cab driver can refuse you and since you're outside an airport,they won't be worried about not getting any passengers.

10-15% of the total, but don't forget you'll have to pay for any tolls. You're going to get some grief from the cab drivers, though. Might be easier to take the train: NJ Transit, Northeast Corridor train goes from Penn Station--not far from Times Square AT ALL--to Newark Liberty. It's a ten-minute train ride, and the ride on the AirRail is included in the price of your NJT ticket (just remember to hang on to the ticket after it's been punched so you can get on the AirRail).
