If I have my learners permit, can I drive in the rain?

I am 15. I live in FL. my dad says I can't drive in the rain. (legal issues, not personal) is he right? Thank you!

    Your supposed to drive in rain. That's why it's a learners permit. You need to learn how to drive in weather situations don't you! You do also need to have someone 21 or older with a license in the car with you at all times

    I think u can drive in the rain I have never heard that you can't
