You can't create a website in photoshop by saving it as html - because the html Photoshop can create is garbage - it's only for creating a basic web page layout, for example purposes, as an aid to the design process. Obviously you can use photoshop for creating any graphical content you need but it was never intended to create fully working websites.

Dreamweaver isn't used by professional website designers these days - at least not reputable ones.

Here's what to get into - CMS systems, CSS template design for these systems - and a good working knowledge of html and basic PHP. Websites need to be able to be used by the people who need them - they need to be able to add their own content and interact with their users/customers/audience in a dynamic way. The era of static HTML websites is long gone.

Dreamweaver is dead as a dodo.

dont do it, that feature was never meant for live websites, if you use that the site will never look right,

have a look here, you might find it simpler to do http://themeforest.net/search?utf8=%E2%9C%93&term=...

look for html themes, then all you have to do is replace images with your own..
