I'm looking to start up a webcomic and need a medium better than MS paint or paper and a scanner.

For Free:
The GIMP - The GNU Image Manipulator. This is an open source image editor that strongly resembles Photoshop. You can use it to make a web comic easily.
Paint.NET - This is a simpler version of GIMP, but just as effective. It has some different features.
You can make a web comic with just these programs and maybe IrfanView which has some advanced re-sizing and other functionality.
InkScape - This is an Open Source version of Illustrator. I don't know if you know about professional comics/illustration so I'll explain a little. This is a vector-based program that will let you make lines and fills that are NOT pixel-based. This creates an image that is math-based even through you can draw it like normal. The advantage to learning how to create vector art is that you will be able to scale it to ANY size so that if your web comic picks up- you'll be able to scale the vector art to a size that can be printed in the form of a book. To start, this might be too much- but it is something to keep in mind.
