What was this TV show called?

I remember this show from when I was little- late 1990s maybe- about this clown who was an artist. The whole show was just him drawing or painting stuff. You could mail in your art and then he would display it on the show. That's about all I can remember, but it's so annoying that I can't remember the title! Does anyone have any idea what this show could have been?
