What is [Pb] in a saturated solution that has [I] = 2.3*10^-4?
A particular saturated solution of PbI2 has [Pb] = 5.0*10^-3 and [I] = 1.3*10^-3

PbI2 -------> Pb^2+ + 2 I^- and Ksp = [Pb^2+][^I-]^2
Use the data from the "particular saturated solution" to solve for Ksp.
Ksp = (5.0 x 10^-3) (1.3 x 10^-3)^2 = 8.45 x 10^-9
I'll keep the extra significant digit for now.
Now you use this value and solve for the lead concentration you need.
8.45 x 10^-9 = [Pb^2+] [ I^-]^2 = x (2.3 x 10^-4)^2
x = [Pb^2+] = .16 M
