Tenancy contract attest by Land Department?

OMG, I saw the queue at Dubai Land Department today. But if you have an "EJARI" tenancy contract straight from your Landlord, no need to attest I think? EJARI = RERA = Land Department?

Before someone makes a comment, that I don't understand, I do not speak only on my behalf............................................................................

Edit: With an EJARI tenancy contract you're also sure you pay the right amount housing fees !!

    Because yesterday DED officials said in a press conference that they will start requiring EJARI contracts for DED business licenses effective as of August 1st.

    in dubai it is a custom that tenants register a tenancy contract with ejari. it's very unlikely landlords do so. tenant also take care of paying the registration fees. anyways, you find everything very well explained at this page www.ejari-registration.com
