Does the IMF and World Bank provide foreign aid to those in need?

I recently had a test and the question was saying: The IMF and World bank:

-Provide foreign aid to those in need -Give out loans to developing countries

and there were two other options but i highly doubt one of them was the answer.

I circled the foreign aid option, i was just wondering if i was correct.

I was reading that the world bank focuses primarily on developing nations, and the imf focuses on the entire world. I also read that the imf canceled debts of other countries, so i didnt think think that the option which was that the imf gives out loans was correct. Isn't forgiving debts of another country some type of foreign aid?

& isn't the imf and world bank composed of many different (developed) countries? foreign aid is when other countries help a country, so couldn't the world bank and imf provide foreign aid?

but now im kind of skeptical of my answer, b/c when you think of "world bank" and "international monetary fund", you think of money.

Not certain about individuals only but its seems a Non Profit might be able to get funding if the problems is really serious.
