They are lvl.50
And DO NOT use your master ball to catch them!!
I caught mine with a regular pokéball, but make sure to save before you try to catch them. Incase you screw up
Save your MasterBall for MewTwo so you can easily catch him, he is a lvl.80 and he's HARD to catch. But you can only catch him after you beat the Elite Four

It depends on what your preferences are. Your team is very well balanced type-wise, so you are mostly free to choose whatever type you want. Starmie would be a great choice, as it can easily defeat most of the Elite Four's Pokemon with it's wide selection of moves(Thunderbolt, Surf, Ice Beam, and Psychic are a good moves to learn). Dragonite is also an obvious decision. It's adorable and awesome at the same time. PS: You get a free cookie for choosing Squirtle as a starter!

Well beating the elite four is relatively easy once your pokemon are past level 80. If you are however familiar with Effort Values and Individual Values, I would just catch pokemon with high IVs. Otherwise, I only EV train once I've finished the game - with any pokemon I find. It really doesn't matter just level them high enough so that I can beat them. Perhaps an Alakazam or Snorlax ? Snorlax is good because he is normal - meaning everything except fighting does 1.0x damage. Also he is quite versatile with TMs. Alakazam is a good pick because he has a high Special Attack and because you don't have a psychic pokemon.

I would fish a Dratini with a super rod in Safari zone and Evolve it to Dragonite. This pokémon has one of the best base stats of all Non legendary pokémons.
It is very useful to tech him ice beam (tm13) can be bought at Celadon Casino for 4000 coins. Why would you teach him icebeam? Because the strongest pókemon in E4 is a dragon type and ice type moves are super effective and will deal 4x normal damage but usually super effective moves only do 2x damage.

You can find wild Machokes in Victory road. So catch him and grind him up. You have nothing against lorelei's ice/water pokemon and he would fit nicely.

dragonite FTW you can teach him about anything and he's Pretty much unstoppable when he gets to about level 60
and hes easy to find you can just buy the first evolution from the arcade
