Sounds to me like you might be having a malware issue.
There's no feasible reason for Google Chrome to behave in such a manner unless there's a problem from your end - which clearly seems to be the case.
If you have Malwarebytes Antimalware (www.malwarebytes.org - if you don't) then you should run the first two scans, then activate the trial and run the third scan to be on the safe side. I'm pretty sure you'll come up with something.
Once the scans have finished you'll need to reboot your computer at the end of the first two scans, you should be ok to leave it on after the flash scan (the third one).
Also..go to Java.com, check you have java updated - and that's another thing, on Windows 7 it doesn't like previous versions of Java, so you may need to remove the older versions of Java via the add/remove programs section of the control panel in Windows - I would do that anyway regardless of the version of Windows you're using. But I still think malware is quite possibly the problem you're facing here.

It seems to me that your are running out of memory. How much system memory you have in total? In case, you have enough memory (over 1GB on XP and 2GB on Windows 7) please try to download from google site and try. Chrome requires most resources of computer compared to other browsers. The start page is usually asking about setting up sync.
