Whats the best way to smooth out clearcoat?

I put clearcoat on my car bumper today and it did what it was supposed to do. Its very rough to the eye and touch. I'm not asking for perfect, but whats the best way to smooth it out to make it invisible from all angles far away?

    Wet sand it. You may have to paint again for a better coat.

    If the wet sanding doesn't work I know a high speed buffer can do miracles. The HEAT is what smoothes out the clear coat. Probably should have somebody experienced do it so you don't accidently burn through it.
