What are things i can do for this as for exercise and eating?
so i dont have MAJOR cellulite but its starting develop on my back thighs under my butt and i have some white stretch marks on my inner thighs and starting to get them more on my love handles i was wondering what i could do as exercises and eating to maybe help these things and prevent other things like this from happening

You are not alone. I've put on weight and once I lost all the extra baggage my stretch marks became even more visible, because there's no more fat to smooth them out. I wore bikini and everyone kept asking how much weight I lost, it was so embarrassing:(
Finally I got tired and did some research on stretch marks. They are just like scars and you can't turn back time but you can mechanically scrub them off. Professionally is very expensive but you can do it yourself if you get micro crystal rub for stretch marks. These micro crystals remove top dead layer and gradually decrease them. It took me around 1 month to make them blend with my skin tone. Just google micro crystal rub for stretch marks to see where you can find it. It doesn't hurt and it works on every skin tone.
