Can you make them? No. Can you buy them? Yes. Will you enjoy riding with them? Only if you like to suffer.

The process of vulcanizing rubber, is not that different from mixing epoxy: Part A + part B.
You would need mold but I guess you could just feel up an existing tire to make is solid. The tire would have to be mounted on a rim to hold the liquid rubber in place. You can inject the rubber through the valve hole (without the valve) and remove some of the spokes and nipples to use the holes as risers to allow the air to scape. It could be that the holes are too big.
