What are the laws in CT? Can you smoke them anywhere? Is there an age limit to buy them?

connecticut's law allows 'smoking' electric cigs.

While usual electronic cigarettes will not taste like anything, flavored electronic cigarettes will taste like the flavors added. Menthol, chocolate and vanilla are some of the popular add-on flavors. If you meant the smoking experience, then yes, the good electronic cigarettes will look and feel like real cigarettes (and I believe the plain, flavorless ones resemble real cigarettes the most, rather than taking the vanilla or chocolate etc route). Try good brands, and try flavorless in case you want to simulate the experience of smoking a "real" cigarette.

They should be illegal. I don't want to get second hand fake smoke when I'm dining at a fine culinary establishment.
