He might be just a bit nervous, that's all. He may really love you, and yes, he may feel that he is ready for sex. But because of the nerves at that moment he may of not been able to get hard.
He's probably never been touched there in that way by anyone before.

Well maybe because you were in public, and he was half nervous bout someone walking in. I mean you cant just have sex in public
