PS3 - new HDD "no applicable update data"?

i've been trying to upgrade my 40gig ps3 to a larger hdd. i have tried a 250gig i got out of a ps3 slim and i have tried my old laptop's 320gig. both of them come up with the "no applicable update data found" message OR "the data is corrupt"

i tried with 4.11 data from sony's site and am now trying 4.20 data from sonyt

has anyone figured out why this happens?

people with the same issue are all over the net and the only thing people suggest is "derr herr make sure it's in PS3 - UPDATE - PS3UPDAT.PUP"

i have tried this crap at least 20 times with each hdd

    try formating your hdd and try again.
