You could say it with the subjunctive (in English "wishes he were a politician") but you could also say it with the infinitive the way you did in the English sentence.
Severo quiere ser político.

"Severo quiere ser politico."
There is a tilde (accent) on the first "i" of politico, but my keyboard won't do it.
It is not subjunctive.

to shop funds is ahorrar dinero. proper observe: Ahorro = decrease cost. you spot this in shops each and every of the time. many of the money = la mayoría del dinero or la mayor parte del dinero. So i'd translate it as Yo ahorraría la mayoría del dinero y lo usaría solo cuando lo necesite durante la vida.
