Blogger doesnt have any good way to search anyone's blog, if you know someone's blog url you can add them to your Reading List by clicking on the ADD button on dashboard.
Next useless option is, Navbar, but no one uses it coz it will show you any random blog.
The best way is: Go to any blog directory, & search for recently added blogs, you'll get a list & you can follow them upon your interest.
OR
Join wordpress, it has nice way to find blogs, you can find blogs according to the topic.
