Meaning..of..Accountant *** secretary?

Can any body tell me the meaning of above. I mean what position stand first and what position stand second. I have read so many vacancies like this but no understand that One man has to do both jobs completely or any one of between above two is less. What is the main position betwen two.

    I assume that *** replaced a s s as in Assistant. If that is the case it is a job for an accountant's assistant/secretary. Same job.
