Pokemon TCG Deck rules?

Okay, so the rule is, if you don't draw a Basic pokemon, you shuffle and re-draw your hand, then your opponent draws 1 card. If you dont have Basic again, then the process repeats.

Another rule is, you must have at least 1 Basic Pokemon in the deck

Are you allowed to just have a deck with 59 energies and 1 Basic Pokemon in the deck? That way, you can force your opponent to deck out. Is that allowed?

I'm looking at the Black and White rulebook, which i think is more recent, but it doesn't say "can"

    You are allowed that, but it won't deck your opponent out. Why? Because if you have to mulligan (shuffling your hand back and redrawing until you get a basic), it is OPTIONAL that your opponent draws a card.

    Page 5 of the rulebook:

    "Then show your hand to your opponent, shuffle it back into your deck, and draw 7

    new cards. Your opponent continues his or her set-up and can choose to draw an

    extra card after setting aside his or her Prize cards. If you still do not have any Basic

    Pokémon cards in your new hand, you repeat this process, but your opponent can

    draw an extra card each time! Remember, Fossil Trainer cards in your hand always

    count as Basic Pokémon cards during this part of the game."

    "can choose to draw"

    Well you're right... Stupid rule change, but it's legal.

    But you still can't do this in a tournament. Why? 2 minute time limit to resolve mulligans.

    From the tournament rules (section 21):

    "21.1. Pre-game Time Limit

    Prior to each game, players have two minutes to shuffle their decks and present them to their opponents for further shuffling or cutting. This two-minute limit includes resolving mulligans. The round should not begin until this two-minute period has expired."

    I don't know what happens after the two minute mark. I don't know if you're DQ for not having a basic or forced to play without the basic (auto-game loss regardless). Either way, you're screwed since I doubt you can deck your opponent out in 2 minutes (since he does have the right to make you shuffle again if he thinks you didn't shuffle well enough).

    Actually, it IS optional as I thought.

    From Black and White - Next Destinies (the most recent):

    "Each time your opponent shuffles his or her hand back into his or her deck because there were no

    Basic Pokémon, you may draw an extra card!"

    Instead of saying "can", it says "may" which is just as good.

    Not many people using dark decks right now. Psychic decks are the most common right now followed by Ma champ decks. It is more strategic now since there are more updates with smaller batches to counter act any true killer cards.
