Should I ask for a promotional raise AND a cost of living raise?

I have a mid-year review in a few days, and I am going to ask for a profile update. Right now I am an EIT 1 (Engineer in Training) and I am doing everything that meets the requirements of EIT 2 (the next level up in progression to becoming a full engineer). With the profile update, my chargeout rate increases, and subsequently my salary increases. Let's say its a 5% increase, the standard difference between EIT 1 and EIT 2. Now at the end of the year, lets say I would have got a 3% increase in salary to account for inflation of the cost of living, regardless if my profile is updated or not.

Should I be looking for a 3% increase at the end of the year on top of my 5% increase, or just leave it and take the 2% more than I would have had without the profile change?

The reason I am questioning it is because if I do ask for 3% beyond that 5%, I feel like I'm appearing greedy and I don't want that. But at the same time, I don't want to be making only 2% more than the EIT 1 sitting beside me, when I should technically be making 5% more than them.

    It largely depends on two things--first and foremost, how your company is doing as a whole. While it would seem that if you are doing a fantastic job, you are entitled to a raise---if your company has had to do layoffs or there seems to be urgency in cutting costs (or both), tread lightly. If it is only a level up raise, and you meet expectations, remember, to have negotiations on your side, you should first be exceeding expectations. I don't know how cost of living raises go over in Canada right now, but here in the U.S., businesses are struggling and that cost of living is fluctuating constantly due to our crazy real estate market. What you should be "technically" making is up to the company and the level of your output and worth to them. My current boss gave me a raise without asking because of what I am offering. Keep in mind if you are just another in the bunch, they will be taken aback by your demands. Have your reviews warranted asking for more? Or do they just tell you that you meet expectations? So again, assess the feel of the company and how they are doing before you dive in to that.
