7x^2+y^2=1
I have no idea how to start this. Help me please!

y is a function of x if for a fixed value of x, there is only one value of y
this value is the value of the function for that value of x
in this case, solving for y,
y^2 = 1 - 7x^2
=> y = plus or minus sqrt(1- 7x^2)
so there can be 2 values of y for a value of x
hence this does not define y as a function of x

The formula you have shown demonstrates a relationship between x and y. But note that the exponents equate to an even number, which means that for every unique x there are in fact two values of y which satisfy the equation (positive and negative) and vice versa.
Therefore the equation does not define y as a function of x.
