Case law (Commonwealth v. Miles) indicates that butterfly knives are not considered illegal in Pennsylvania.
HOWEVER, site rules for most cons Anthrocon prohibit real weapons like offensively oriented knives on the premises. They don't search you, but you would never be able to take it out and do twirly moves or the con staff will throw you out. So, it would be in your best interest to make or buy an obviously fake butterfly knife (plastic, or a comb). It will be more fun anyway because it's safer and you can pretend to stab furries with it! (with said furries consent of course, touching people aggressively without permission is still assault and battery)

In general, it is frowned upon to have real weapons or knives or what have you while cosplaying, joke or not.
Therefore, I would recommend that you don't bring a REAL balisong - if anything, bring an oversized one with a latex blade. Preferably something the size of a bread box.
