Are railroads required to install private crossings?

I have a friend who bought some land that a set of tracks crosses. The majority of the land is not accessible due to the tracks, other properties, and a cliff. Is the railroad required by law to install a crossing? They are not being cooperative.

    Of course they are not being cooperative, there is a huge risk of liability and expense for no gain whatsoever to the railroad.

    Look at it this way, are you required to build a road through your backyard to your neighbor's property?

    If there is no existing crossing there, your friend is probably screwed.

    He should have checked access before he bought.

    No, they are not. If there had been an existing crossing they would have been required to maintain it. If a private crossing is desired, it has to be at your friends expense - not only for installation but also maintenance. The crossing has to be made to railroad specifications and he would be putting himself at risk if there is a derailment of rail accident traceable to that crossing.

    His beef is not with the rail road, but who ever parceled out the land for development.
