Why does my wife's computer keep "configuring" itself when turned on or off?

It's a Toshiba, Windows 7. Recently, it was taking an hour or more just to turn on or off, and programs were pretty much frozen. We had it cleaned out and restored the Windows 7 program. However now, whenever she turns it on or off there is a long rigmarole of configuring. Over a thousand things to reconfigure! Is something wrong with the system, or with the hard disk?

    If you are getting the "configuring" dialogue at shutdown then it simply means that Windows is trying to install some updates.

    If you have just done a Windows 7 system restore and you accepted the defaults for Windows Update [which is automatic] then Windows will be downloading all the updates it needs from the internet in the background. When you shutdown and it says "configuring" it is applying those updates that can only be installed when the system is shutdown [as the system files are in use all the time the PC is running]

    With a clean install of Windows 7 from a disk there are going to loads and loads of updates needed to get it up to date and secure with the latest patches. You should leave it to do its job and not force a shutdown else you will get a corrupt system. It may even take an hour or so but be patient!
