Is it alright for opposite sex friends to cuddle?

I am a girl (16) and my guy friend (16) and I often flirt, and when we hang out will sit and cuddle each other. I am attracted to him, he isn't bad to look at, but I do not want a relationship with him. Because we are friends and I know how he is like, we just don't click in that type of way. He has had a girlfriend before when we have cuddled, or no one. I have been single. The only problem I see in this is if he is wanting more. Like a relationship. He really is a horndog, and he likes any girl really, but I still don't want to hurt him.

 I enjoy having closeness with him, but do you think it is wrong if we are just friends?

I have a very close male friend, and we cuddle. Not in a sexual way or anything. It is just nice to be held. I think though, that before you do anything lay down the ground rules and let him know you don't want anything serious.

I think that's fine, but if he has a girlfriend and she's uncomfortable with it, then you should stop until they break up.
