actually be collecting it all to have the world's biggest DNA sample collection?

And if so, why?

    They can't use your blood for any purpose that you haven't agreed to. I'm guessing that you gave it for medical reasons or to donate to a bloodbank, so the answer is no, they can't use it to store as a DNA sample. And why would they want to?
