Your account base a US Dollar and if you want to buy something by euro paypal will convert by the rates between dollar and euro but if you want make the payment by euro you can change the currency form online store you'll buy from it and you see the invoice by euro and if you look to the right of where it says "Balance on the main page of your account, you'll see "currency converter". That link will take you to a page where you can convert your currencies.

Paypal will pay it to the seller account and whatever account THEY have attached is the currency of the exchange. You shouldn't have to pay a fee but the seller will.

Call your bank and find out. My bank havent charge me in the past. They only charge me when I actually use the card while in another country. But not when purchasing online.. But give your bank a call, you don't want any regrets.
