Is Yahoo enforcing the guidelines now or are people just reporting now?
In the past Ive gotten a few violations on things that I ever would have before. I usually get these violations like 3 days after I ask the questions. But what I was asking was basically the same as the typical stuff in the R&S section so are people just reporting now or is Yahoo cracking down?

You agreed to follow the rules here when you signed up to use this site. Why are you surprised that they are being enforced?

This is a user-moderated site. All reporting is done by fellow users -- usually by fellow users who wish that you would follow the rules like you agreed to do.

People are reporting now and Yahoo has fixed some of the glitches and has worked through the backlog of abuse reports and appeals that built up for six months to two months or more. They may still be working their way through the backlog of abuse reports and appeals, but the seem to fixed and updated the computer code that was creating some of the glitches because of that hacking incident on July 12. People have report stuff for Yahoo enforce the guidelines. Yahoo employees do NOT read or moderate the YA boards. EVERY YA COMMUNITY MEMBER IS A MODERATOR OF YA. Without US reporting stuff, even when we FALSELY or mistakenly report something, YA doesn't work very well when trolls will find new ways to abuse other community members and Yahoo any way they can get away with unless or until they are reported or enough people take the time to email the abuse teams when reporting doesn't seem to work.

The report system has not been working correctly for some time but it does appear to be much more responsive at the moment and abuse reports are dropping more easily than in the past.
