When the question is no longer available to answer, and the asker never picked a best answer, the question will be put to vote for the entire yahoo answers users. If the voting is tied, one last person will still be able to vote. that vote would be the tiebreaker. Don't forget that you can also choose "no best answer."

When the original voting period of a question expires and there is no majority vote for an answer (or "No Best Answer"), the question goes to Tiebreaker status indefinitely until a deciding vote is cast.

If two people get 50 percent that's a tie or if three people get 33percent that's a tie.
So its left to the community to vote an eventual winner

A tie occurs when the person doesn't select a winning answer and the voters are left to decide on the answer and there is a tie.
