I want to make a simple bootloader that just loads a file. How can I do that? What's the simplest code I need in order to make this happen?

Assuming you're talking about x86, there's a good example here:
http://www.osdever.net/tutorials/view/hello-world-...
It only gets you as far as "Hello World", but that's the hard part done and from there you can extend to suit your needs.
