If that did happen the ambulance would stop and help who ever they ran over, They would radio HQ and dispatch another ambulance to the other scene.

How is this a joke or a riddle? Sounds more like an ethical quandary to me. Put it in philosophy if you want some better answers.

Throw the person you ran over into the ambulance and continue on your way.
