@Edit: There are rumors [true or not] that the Muslim Brotherhood has "links" with Iran. Maybe that's one of the reasons?

    This is more about Dhahi Khalfan's personal views rather than being an official position of UAE government . He is the chief of police not minister of state/foreign affairs. But Dhahi being a high ranking senior official he can pull some strings as far as who gets in UAE and who doesn't. Dubai got negative reactions from several neighboring countries & on internet because of his media outbursts. Even religious figures like Sheikh Qardawi & the Kuwaiti motivational speaker Sheikh Tariq Suwaidan criticized him. I think Tariq Suwaidan is no longer allowed to enter UAE because of Dhahi. There is a youtube video in which Suwaidan talks about this. Yemenis also told him some criticisms after he made some pejorative comments about Yemeni people. But as I said he is a senior and older than UAE rulers & obviously the minister of foreign affairs & minister of interior. They wouldn't say anything the upsets him as he is like a father figure to both.

    In the article linked Dhahi admits that he is not speaking for UAE:

    "Lt General Dahi said: “Who said I [Dahi Khalfan] represent a shaikh or Dubai government or the UAE."
