I didn't understand the "artist" there, but a few suggestions:

Food - cookies into shape of flowers or even teapots, if possible, using cookie cutters. Mini sandwiches (cucumber & cream cheese, ham & cheese, peanut butter & jelly), cut the crusts off and then cut into fourths. Chocolate covered strawberries. Petit fours and madeleines.

Drinks - set out a small bowl of sugar cubes, a jar of honey, some sliced lemon and a creamer of milk and let each guest make their own tea (if the guest are old enough to serve tea, if not, help them). Other drinks options are fruit juice, lemonade and sparkling soda.

Attire - ask the girls to wear floral skirts/dresses and hats, if possible. You can put white gloves attached at each invite saying it's fancy tea party and that each guest should wear the gloves.

Games - jewelry hunt. Hide inexpensive trinkets (hair clips, rings, beads - put them separated by color inside little bags or boxes) around the house/party area and hand each kid a bag to collect the items. Let them search until they find as much jewelry as possible.

Activities - use the items found in the hunt to make jelwery (bracelets, necklaces...)
