There are no "steps". Every actor became who they are differently. Your best bet would be to go to school for it. Learn everything you can and once you feel like you know it all... keep on learning. I know it sounds like a lot of work but thats what acting is. Have you ever heard the saying "the best jobs are the hardest ones" well that is exactly the case when it comes to acting. Don't worry about an agency for a while, they are for when you are fully accomplished and are ready for auditions. Take acting classes as well, many of the best actors still do. Will Smith for example still takes acting classes from Aaron Spieser. It is no different than Tiger Woods having a golf coach, he may be the best but there is always something to be taught. If you really want to go for it than do it up man. Nothing can stop anyone from being who they decided to be. However if you are saying to yourself "well I don't really need the classes or I might as well just get an agent now" then you should just stop. There is no room for short cuts in this business. Yes, theater is an asset on a beginners resume. First start small with some classes from theatre schools in your area. Then audition for community theatre and student/indie films. After you have at least 6 or 7 credible speaking roles and the same amount of classes, you can chop it down to the best 4 and put it on your resume to get a local agent. Oh and some agents want a demo reel which is 5 minutes of you speaking in roles. In the city you currently reside in or the closest one, get an agent there first. If you just jump into Hollywood, you're going to get eaten alive. So after you get better work from your local agent, you can put the best work together and eventually move to LA. But this process of staying with a local agent takes at least 3-5 years and you need to be well known where you are before you should even consider taking the big step. Before you get to LA, try to get an agent so you wont be totally broke and clueless of your next step. From there you keep honing your craft and try to land as much auditions as you can. This may sound like a piece of cake but the chance of even getting to LA is 1 in 10000 and making it big in LA is much bigger.

You will not get a talented agent unless you are a good actor with credits. So yes, take classes, do theater, do student films for free, do everything you can. Try to book small roles on your own, build a resume, create a demo reel, then try to get a low level agent, get a few better roles, maybe get a better agent (unless the one you have is actually good), and all this will take a few years at least. Maybe many years.

College or any designated institution for that matter just isn't a prerequisite to be an actor. And won't assurance you any success. First you ought to find out when you've got any skill and capacity. Should you don't a institution or tuition is not going to offer it to you. Whether you can switch could be up to the colleges worried. Take some movie acting courses first to get a legitimate opinion in your advantage.
