Would libraries hold records such as blueprints?

I always see in the movies people going to the library to look at old records and blueprints on buildings. My question is, if I go to any library (such as the library of congress since it is the closest to me) would they have blueprints of any buildings? And if they did is it open to the public? (I am a student and I study architecture) Thank you

    call them and ask them. City hall might have some blueprints but not for regular homes. I worked on a military library and we didn't have blueprints.

    I'm not sure about being open to the public, but I believe it's the city halls that actually hold blue prints.
