My chapters in my novel are very short (700 - 1,000). I only have four chapters. Can I still make this a novel?
What I mean is can this story still turn out to be a novel?

Your chapters can be as short as you want them to be, but four chapters doesn't make a novel. Maybe a short story, but not a novel. Good luck to you! :)

It depends on how many words you have, not chapters. Get up to 40k words for YA or Adult and you'll technically have a novel. Chapters are as short as they need to be and I've read books that have 2-3 pages per chapter. When you have short chapters, then you'll probably have a lot of them, and there's nothing wrong with that because there are books with lots of chapters...over a 100 chapters (YOURS doesn't have to be over 100, becasue like I said, it depends on word count, not # of chapters).
Another reason why number of chapters doesn't matter - nor does it make a book: Some books don't even have chapters (Zone One for example).

If you write more of these short chapters, yeah, it can be a novel. Just the four short chapters are more like an oddly formatted short story. :P
If you think your chapters should be longer, you can combine them.
Good luck!

Of course it can, as long as you aren't planning to only have four chapters. At the most, that would make the entire thing 4,000 words (since you said 700-1,1000.)
