basically is it legit or not and why the hell is it this cheap for the specs it has?

One reason why it looks cheap to you is because it has a bulldozer CPU. A low end dual core sandy bridge CPU will walk all over it in benchmarks compared to a bulldozer (see CPU benchmarks in link below). It also has a very low end graphics card too. Is it safe well i was able to build on on new egg for less so its fairly priced as you have to consider labor costs

It is legit but it has a poor processor and cheap Graphics card .
I would not buy anything off Ebay computer wise .

yes, however i'd be wary as its only a £24 graphics card in in. cards like that are desinged for HD playback not gaming and fast rendering.
it will play some older games maxed out, however most will run at medium settings max

I'm not familiar with the UK version of eBay but the guy selling it is a top seller and has 100% positive feedback.

In terms of saftey? Sure, I'd say it's safe.
You could do better. But if you're not very demanding with gaming power then it'll do.
