well yes it is loading, it just hasn't loaded the desktop environment fully. normally because setup repair requires the disk in (provided with your computer)
that being said, if when you turned it off you didn't go though the proper sets (i.e. you just pressed nad held power) then you can just start it normally and it shouldn't be a problem.
if not has the PC suffered any serious damage lately i.e. stuff being dropped on it, thrown around, crushed. these can seriously damage your hard drive resulting in a new drive

have you tried to start window normally? if you did, is it the same (black screen with just the pointer)?
