I'm not sure exactly when it start, but one of the first players I can remember wearing one was Allen Iverson. I think it is worn as much for fashion as it is for function these days. It helps stabilize your arm, keep it straight, and keep it warm supposedly. Apparently AI wore his for a problem with his elbow.

Allen Iverson started when he had an arm/elbow injury and he kept it on. Now a whole lot of people wear it. Phil Jackson even had a player wear it in practice like Iverson did during the 76ers lakers finals. Innovator of the game in so many ways

it was designed to keep your shooting arm cool/warm
depends on the weather condition.
