How do I limit download speed from a user who uses my Linksys router?

I have a Linksys router, and there are four users using it. one of them is downloading huge files and that makes me and the other users have a very slow connection. Any idea how to limit his port from the router?

Update:

this user is using WLAN , not Wi_Fi.

    Password protect your WiFi connection and lock that person out

    by NOT supplying them with the password..
