The best HDR software is probably Photomatix http://www.hdrsoft.com/, closely followed by Dynamic Photo HDR - http://www.mediachance.com/hdri/ - I've used both.
If you want HDR software for free, Luminance HDR is also very good http://qtpfsgui.sourceforge.net/ and certainly worth a look - since it's free.
To be honest with you, dedicated HDR software is always going to make a better job of HDR than Photoshop.
