Sorta, there's a good number of references to the first game.
Arkham Asylum is like, a 9 out of 10 game, its worth playing. If you *really* want to skip it though, just read a summary on Wikipedia. A couple parts might go over your head, but you'll understand like, 99% of it.

all you wil miss are the things that are alluded too in asylum
and yes asylum is open world like city just not as huge as city
